This case had its roots in a 1969 district court order approving a DeKalb County School System plan to dismantle its segregated school system. In Freeman, the Court held that "once racial imbalance traceable to the constitutional violation has been remedied, a school district is under no duty to remedy an imbalance that is caused by demographic factors."
